Assessment Three: Case paper due 16 September 2016
In the Assessment Task 3 you build on the paper your analysis in Assessment 2. You are to recommend a reform strategy for improving public finances of the Central Government of Indonesia as follows:
1. What should be the objectives for improving PFM in the Central Government of Indonesia based on your analysis in assignment 2?
2. Drawing on the materials of the course, present a strategy to achieve the reform objectives.
3. Take one financial sub-system of Government (e.g. accounting, budgeting, law, internal audit, etc.) and discuss what should be done.
Assessment criteria:
1. Objectives: are they relevant and clear?
2. Strategies: Is it coherent, clear, and doable?
3. Specific system recommendations? Demonstrated understanding of the system and what is needed for reform.
4. From Assessments 2 and 3, briefly discuss two insights about PFM you have learned.
There is an equal weighting for each of the above
