Discuss and explain the “public function” theory relative to private security practice. Explain how a private action is re-characterized into a public act. In other
words how can a private action change into a state action? To what end does this theory serve? Does this theory have any intellectual legs? When compared to other
challenges, what is the prognosis for this sort of change in private sector practice? Why, do some argue, that the test is innately irrelevant to private activity for
that is the nature of what Private Security does? Point out the conflicts here.
