Is the Highly Indebted Poor Country Initiative (HIPC) the answer to the problem of debt in the Global South?

Discuss the background to the creation of the HIPC initiative, why it was deemed necessary, and the criteria that are set by the World Bank and the IMF for states to qualify. After that, I see some kind of critical assessment that evaluates, both positively and negatively, the outcomes of the HIPC process (with reference to states that have been through HIPC). Moreover, I would also expect to see a rigorous interrogation concerning whose priorities HIPC really reflects (the eternal political question: Qui bono? “Who benefits?”) and whether initiative such as HIPC are really the answer to the debt and development problems of the states in the Global South, a question that you could use to reflect upon different conceptions of development and how HIPC contributes to their realization (or not).
