The theme of this research paper is to research and analyze why U.S. federal procurement needs reform to increase transparency (open government) and why. Recommendations on changes needing to be made and any challenges associated with those proposed changes and also the benefits to the federal procurement process. This paper is to address transparency in U.S. FEDERAL procurement but encouraged to research other state/local procurement or international procurement as examples that utilize open government and the successes/challenges.

The structure of the paper needs to follow the basic outline:

II. Statement of Problem
III. Research & Analysis
IV. Conclusion

A VERY rough draft outline is attached; this is not a final outline and is EXPECTED to be edited and revised as the writer conducts its research. Outline provided is to give the writer an idea of the customer’s initial thoughts on the direction of the paper. This paper cannot be written without extensive research and proper citation is a must. This paper is for a graduate level procurement law class and needs to be written researched at graduate level; anything less will not be accepted. A final DETAILED outline must be provided to the customer prior to writer beginning to write the paper.

Writer must demonstrate to the customer an understanding of the instructions and their relevant experience in researching and writing on similar topics prior to being assigned. Experience or understanding of federal procurement preferred. Writer must actively communicate with customer throughout writing process.
